Could it be moved? If the home arrived on wheels and could in principle leave the same way, it is a manufactured home, whatever it looks like now with a porch and skirting on it.

Legally, anything built after 15 June 1976 to the federal HUD standard is a manufactured home and carries a small metal HUD certification label, usually near the rear exterior or inside a cabinet. Anything older is a mobile home. In everyday use people say mobile home for both, and neither we nor Gulf Coast care which word you use.
